2019-12-23

A book authored by Col K V N P Premaratne RSP USP psc the Commanding officer of the officer cadet wing SLMA tilted 'IMPACT OF CHANGING EXTERNAL CONDITIONS ON COUNTER INSURGENCY: THE SRI LANKAN EXPERIENCE' was launched on 20 December 2019.

When he was doing his Masters in Security Studies (Combating Terrorism: Policy & Strategy) at Naval Postgraduate School, Monterey, California, USA, he has done a research on the subject and submitted it as a thesis in partial fulfilment of the requirements for his master's degree.

After thirty years of protracted war against the Liberation Tigers of Tamil Eelam (LTTE), Sri Lanka defeated its long-lasting terrorist insurgency in May 2009. Sri Lanka's victory surprised the world.

In his book he examines the question of why Sri Lanka's counterterrorism strategy succeeded in 2009 when it had previously failed. What were the variables that changed and allowed it to work in 2009, and how might Sri Lanka's experience be applied to more general counterterrorism theories?

Since the content of the book beneficial to the student officers and researchers who are studying the policies and strategies of combating terrorism and also, this contains a thorough analysis of military aspects too; with the approval of the Commander of the Sri Lanka Army, Col Nilantha Premaratne launched his book as an author publication and the first two copies of the publication were presented to the Secretary to the Ministry of Defence, Maj Gen G D H K Gunaratne (Rtd) WWV RWP RSP USP ndc psc and Commander of the Army, Lt Gen L H S C Silva WWV RWP RSP VSV USP ndc psc at the end of the Final Presentation conducted by the passing out officer cadets on 20th evening.
